In this document, we propose a new way of comparing research output among groups of scholars that addresses these objections to bibliometrics, especially the concern that bibliometrics can be biased by field of study. In Part I, we describe the objections to bibliometrics and the methods we use to address them. In Part II, we use a new method to estimate differences in publication cultures across disciplines at Canadian universities, and identify the top scoring institution and researcher within each discipline. We finish in Part III by demonstrating how this approach can be applied to Canadian scholars.
